why is steam telling me that i have a pending transaction on my accou8nt

Steam Support said I had a 'restriction' put on my account because of my card which is BS because I use that card all the time and have never had a dispute with Steam on the card. Anywho, after all of that, I decided to try and add the money directly to STEAM, AND THENNN, buy the game. maybe my Paypal it's not working correctly, so I canceled that purchase, and added my credit card, this time they took the money but gave me nothing, once again I waited for another hour, and decided to cancel after taking a few pics in case steam didn't want to refund me that. Why did I add money to my steam wallet? Well, first I tried to purchase the game I want via Paypal, one hour after.
